In order to implement the decision of the Council of the Ministry of Education and Science of the Republic of Tajikistan dated April 30, 2019, No. 6/1-14 “On the approval of the Rules for the admission of students for the second higher education in the academic year 2019-2020” in accordance with paragraph 13 of the Regulation The Ministry of Education and Science of the Republic of Tajikistan (Decision of the Government of the Republic of Tajikistan dated March 3, 2014, No. 145) ORDERS:

1. The decision of the Council of the Ministry of Education and Science of the Republic of Tajikistan from April 30, 2019, No. 6/1-14 “On the approval of the Rules for the admission of students to receive a second higher education in the academic year 2019-2020” should be implemented (appendix) will be).

2. Rectors (directors) of institutions of higher professional education of the Republic of Tajikistan should be instructed to conduct the admission of applicants for the second higher education in accordance with the requirements of these Admission Rules.

3. The Department of Higher Vocational and Postgraduate Education (F. Haydarov) shall ensure compliance with these Rules of Admission in institutions of higher vocational education of the republic.

4. Supervision of the implementation of this order is the responsibility of Deputy Minister S. Davlatzoda should be installed.

DECISION OF THE CONSULTATION OF THE MINISTRY OF EDUCATION AND SCIENCE OF THE REPUBLIC OF TAJIKISTAN

Regarding the approval of the Rules for the admission of students for the second higher education in the academic year 2019-2020

The Council of the Ministry of Education and Science of the Republic of Tajikistan discussed the draft Rules for the admission of students for the second higher education in the academic year 2019-2020.

DECISIONS:

1. The rules of admission of students for the second higher education in the academic year 2019-2020 should be approved (attached).

2. To be handed over to rectors (directors) of institutions of higher professional education:

2.1. During the admission of students for the second higher education in the academic year 2019-2020, they should be guided by the requirements of the paragraphs of these Admission Rules;

2.2. Provide information on the establishment of the commission for the admission of students to receive the second higher education in the academic year 2018-2019 by May 25, 2019;

2.3. Submit a detailed analytical report on the results of the work of the admission commission to the Ministry of Education and Science of the Republic of Tajikistan by September 20, 2019.

3. The Department of Higher Vocational and Postgraduate Education (F. Haydarov) shall ensure compliance with these Rules of Admission in institutions of higher vocational education of the republic.

4. Supervision of the implementation of this decision is the responsibility of Deputy Minister S. Davlatzoda should be installed.

Rules for the admission of students for the second higher education in the academic year 2019-2020

1. General rules

1. These rules are based on the Constitution of the Republic of Tajikistan, the Law of the Republic of Tajikistan “On Education”, the Law of the Republic of Tajikistan “On Higher Vocational Education and Vocational Education after Higher Educational Institutions”, “Model Regulations on Educational Institutions of Higher Vocational Education of the Republic of Tajikistan” ” and other normative legal documents in the field of education have been developed.

2. This rule is developed in order to regulate the secondary higher education in the Republic of Tajikistan, to prepare qualified specialists who meet the requirements of the time and in accordance with the socio-economic structure of the country and the labor market, to increase the level of knowledge and professional skills of citizens.

3. Taking into account that citizens have a higher professional education, the period of study for obtaining a second higher education for the bachelor level is 3 years, regardless of the form of education, and 4 years for the specialist level and integrated specialties (for medical specialties according to the regulations) (Regulations of the Second Higher Education (decision of the Council of the Ministry of Education and Science of the Republic of Tajikistan dated 27.02.2019, No. 4/37).

4. In accordance with Article 41 of the Constitution of the Republic of Tajikistan and Article 19 of the Law of the Republic of Tajikistan “On Education”, citizens who have a higher professional education are allowed to receive a second higher education (further higher professional education) on the basis of a contract (paid) will be
